Out of state baby shower

Is it tacky to invite people to a shower when you know they cannot come because they live out of state?

As a matter of fact, I would still send the invite with a note included. Let them know that you are already aware that they cannot attend because it is too far away, but you just wanted them to have an invitation anyway. A lot of people like to save invites as keepsakes.
